With a length over 20', a passenger capacity placard isn't required. Generally accepted: boat length x boat width / 15 = passenger capacity. I have always thought that formula was a bit high for my comfort level. That would result in 10; I would never put that many people on a CD22 Cruiser, but there may be a bit more elbow room on the CC. I drove one of those back in 2008 - it was a good handling boat with just two of us onboard. My sensibility says 6 - 8 in a short jaunt. Maybe 6 for fishing, but they will need to be mindful of moving about.
