Nothing wrong with some protected water to practice in. I have lots of hours inside Sequim Bay, and then in the triangle from there to the Dungeness Light house and Protection Island. You can learn a lot, and do a lot and enjoy even when the rest of the water around is atrocious. Keep it fun.
