    Yes, it's fixed shelf, and yes, it's nearly an impossibility! In fact, last winter when the macerator pumps had frozen up, I had to to loosen them up through those access holes. It was a really bad time, and I kept losing screwdrivers which I had to ultimately fish out of the bilge, again...
