The rebuild kits are even cheaper than having any component rebuit. There is no rocket science. The kit includes seals for the cylinder, plus tool necessary for pin wrench. The helm pump is aso reasonably simple to rebuild.

That pitch is appropriate for the Suzuki 200. The Honda should have been a 15" pitch. Different gear rations between the two outboards. You could go to 20" pitch, but I would be satisfied, especially if you run a heavy boat.

I would do both shifting cables and throttle cables. Be sure you get the correct length. They are farily easy to follow through.

It would depend on the salinity of the area of the Hudson river that boat was used on. I believe this River is tidal, so some may depend on the state of the tide when the engine is last run. I would look at the thermostat. That is the easiest; non distructive way of looing at the water passages.
