If you really want to catch halibut, get a charter out of Sekiu or Neah Bay. Yes, it's a longer trip but the odds of coming back with a halibut are near 100% with good charters out of either area.

An alternative (which I've used on my Tomcat) is to attach rod holders to the roof railing and/or handholds on the aft end of the cabin. The ones made by CE Smith are high quality and hold well. I had previously purchased some cheaper ones for my 22 from West Marine and cannot recommend those.
