That looks great...but on my 22' boat it would not work...before you install a ladder try climbing over the transom... I dive a lot...and it is almost impossible to get in from the back with any gear on. What I did was have a bracket made to fit on the side so I could use a 4 step dive...

If you want to polish the metal and not remove metal, then use crocus cloth..it is what we use to polish stains off crankshafts...to remove small imperfections you use 800 grit of 1600 grit wet and dry paper..that is what is used to polish paint to an even surface..it takes some time using such...
