Sounds like Bull Kelp. Charts will sometimes show known forests of kelp. It's important for lots of sea critters, but can be a real PITA for a propeller. Good idea to avoid it if you can. The stuff anchors itself, but can drift around.

Yup, the sailors have blown (so-to-speak) by the lead paddlers. (The lead peddlers dropped out - they had planned only to go through today, since the crew apparently has to be back at work tomorrow!)

We crossed Juan de Fuca in our 16 (Port Townsend to Cattle Pass) several times. We also circumnavigated Whidbey.
Be conservative about the weather. Do not risk fog or significant wind. Know what the tide is doing and which way the wind is blowing. Don't set out on a crossing late in the day...

I have never fished for sturgeon, but was once impressed by a very large specimen getting seriously airborne a few yards away from me while I was fishing for shad near the Bonneville Dam. It was awe inspiring.
