I should have specified the broken piece is the base of the latch that is bonded to the center window.
I found an interesting product that may help.

If not successful there is another project waiting that could use an advanced bonding agent.
I need to make a repair to the front center window latch (dog?) on our 2005 22' C-Dory. I think it could be accomplished with the right adhesive. There are some good new glues on the market but it's best to know what you are gluing.

Luckily for me the NO-OX-ID does not have metallic dust which can be a problem.

Rather than di-electric grease I have started using NO-OX-ID which is supposed to improve conductivity and resist corrosion.
Is it that much better? I don't know yet but it gives me a warm fuzzy feeling.

The naturally aspirated 3.5 will be OK for your short hauls, assuming of course, the rig is rated for the trailer weight.
That motor will likely turn some higher RPMs but that's OK too.

My 22 has a single axle but I can tell you I am pleased with the disc surge brake system it now has. Never going back to the troublesome drum brakes, ever.
My 22 planes at ~10 knots which is typical I think. It does have Doel fins on the AV plates.
Asking to plane at an even lower speed is not realistic IMO.
