I had a problem due to the state screwing up the number on the paperwork. I would take a photo or two of the HIN and go to a local licensing agent. If the number on the hull is OK, they can correct the states paperwork. I doubt that the HIN on a 2012 boat would not be correct.

In order for an iPad to navigate, it must be a cellular model. The phone service does not have to be activated for the GPS to work. The GPS chip is part of the cell service chip, so without the cell service feature, there is no GPS.
