They do indeed, and it wouldn't surprise me to see someone get their boat impounded. Mark may be able to tell us how local law enforcement here deals with boaters under the influence.

The water temperature in Puget Sound is about 48 degrees now, and, unfortunately, most lands people have no idea how quickly that water can kill. No one should be out in a boat that size, this time of year, without a dry suit, lots of training and a bombproof rescue plan.

Velcro works great--on the walls, top and bottom of the windows, and on the curtains. White Velcro is virtually undetectable on the walls. Sew the Velcro to the curtains.
