Brass is an alloy of copper and zinc. If a brass keel guard is truly brass, it'll be a great anti-fouling surface.
As a matter of fact one of the big advances in navel history was when the English Navy started using copper sheets to protect the bottom of their boats(about 1800.) Kept them in the water longer.
