Except that they didn't make a 120hp outboard. The cowl looks to be the discontinued 115 or 130hp unit.

Greg, I emailed an inquiry and reached a representative of the seller who knows very little about the rig. It appears to be an estate sale situation.
 
Looks like it could be a good deal for someone. I'd want to see how the boat runs with that motor, guessing it could be a little underpowered.
 
I suspect that the outboard may be on a bracket, put on after an I/O was removed. In that case, the transom might be suspect. I would figure the boat's value as minimal.
 
Was the Honda 130 still being built in 2008? My recollection (and a little research) suggests that the 135/150 series had replaced the115/ 130 by then.
The 130 was on the same block as the 115, 2245 CC. The 135/150 were on the slt.larger 2345 CC block (although the current 115 High Output is on the larger block. (Vs the 1496 of the 75 to 100 hp series)

There were a fair number of problems and recalls on the 130 Honda. I had a 130 with no major issues, but it just didn't have the power of the 135 on the 25 C Dory. I would not buy one to use on any of the C Dorys.

This was my thought when I saw it as well. My last boat was a 20' Campion hardtop(less the bulkhead)(1982). Ithad the Mercruiser I/O probably around 150hp it pushed the boat well to about 30mph. I thought about sealing the transom and putting an O/B on a bracket but for the cost and effort decided to buy a new boat. I do like the Campion Explorer series. The hull did handle the chop on Lake Erie well.

I think the price is only about 7 grand too high. Also, it looks like the OB is going to be holding down the stern of that boat. I don't know why they bracketed the OB so far back from the stern. Pretty long leverage arm with the OB back there. But, who knows.

It is hard to tell from the 1 picture but a lot of brackets are custom built to act as a hull extension. They are also foam filled to add floatation to counter the farther aft weight of the O/B. When designed as a hull extension they increase the water line length to beam ratio. This can increase speed and changes the steering geometry(pivot point) of the boat. I always believed in the premise that the lower in the boat and closer to the balance center you put the engine the more seaworthy it made the boat. The times they are a changing.

Yes I would agree on the price - seems a bit steep to me.
