Cold pee tube water

I've been using my dinghy a lot lately and noticed the water coming out the pee tube is never warm. I have a Nissan 9.9 2 stroke. Is it possible the thermostat needs replacing?
Any advice/ideas (Sea Wolf Joe)?
 
what is the temp of the water you are running in and do you have it wide open? Mine never gets warm unless I am running wide open. water temp around here is just to cold.
 
That's probably the answer.....water temp is 58 degrees and I only have it at full throttle for 5-10 min at a time.
