Fuel Tank Size on 1998 CD Cruieser

I was coming back to edmonds from area 11 last week, burned 18 gallons of gas in the starboard tank (per my Garmin-very accurate) and was surprised it ran out of fuel as I thought the tanks were 22 or 23 gallons. Is this common to have a 18 gallon fuel tanks?
 
It is possible that the tank is 20 or even 22 gallons, with enough residual, that you can only get 18 gallons use out of it. Did it take 18 gallons to fill it back up? You say your garmin fuel flow meter is "very accurate"--it may be at mid to high speeds, but it is very difficult to measure fuel flow at low speeds, unless you take aloquotes into a separate calibrated container, and see how long the engine runs at 900 RPM in gear (as an example). As I recollect my 1993 C Dory 22 had 20 gallon tanks.
 
My boat has one large aluminum fuel tank separated by a center bulkhead. Each side holds 27 gallons for a total of 54 gallons. I run twin BF40 Hondas. I got lucky, this boat had a large fuel tank. Planning on a Bahama trip, this will be useful.

I have a new Garmin 8610 XSV with engine interface in place, and as always, when it says I burned 19 gallons total, it is exact, including 1 gallon in the other tank. I was just surprised my tank ran dry with just 18 gallons consumed.
