My engines have all been inboard, not outboards.
When I moved my boat from salt mooring to fresh (New Bern NC to Cleveland OH) I was able to run a hotter thermostat than fitted in salt water; there was no salt to precipitate out of the water and fill up the engine cooling passages. The added heat enabled the engine to run more efficiently.
Fresh water thermostat was 170°F. Salt water was 150°F.
Do outboards have this same setup?

As far as I know, Johnson-Evinrude outboards only use one thermostat. They have done a lot of design work to keep the salt buildup down. Salt can build up in areas of the cooling system that have 'hot spots'.
Someone else will have to speak up about the other brands.
