Raised Motor gets Stuck

I have a 1996 - 90 HP Honda 4 Stroke on my 22 C-Dory. If I raise the motor up all the way the motor will not go down unless I loosen the release screw. I keep my boat in the water during fishing and ducking season and it is a pain getting to that screw with the boat in the water. Not only that I have dropped a screw driver in the drink. The last time I tied a string to the screw driver. Any ideas will be appreciated. Thank you!
 
Maybe try changing the oil in your tilt system. It would seem the check valve which holds the motor in position is stuck. Usually these types of setups there is a shuttle valve which slides over to pop the ball on the check valve to allow the system to reverse direction in your case down. I would seek professional help. You could however remove the tilt setup disasemble, clean and reassemble with new hydraulic oil. I assume you can hear the motor run when you try to lower the motor. Sometimes saltwater corrosion requires replacement of parts of the tilt system.

Try this. Take that screwdriver and hold it by the blade. Then smack the hydraulic pump motor with the handle while pushing he down button on the cowl. If that makes it work then change the motor brushes in the pump motor. Had the same problem with a Honda 75.
