No, but it seems to use cellular signals to connect to the internet. If you have a cell phone that works, you can use it as a wifi hotspot for the data connection. If you are somewhere cell signals are not available, neither your phone or the Skyroam will work.

FWIW, these days cell phones are global and if you get a "world phone" or quad-band phone (same thing) it'll work pretty much anywhere in the world.
