    "strobes", until very recently, meant xenon flash-tubes, like in a camera flash. Pulsed LEDs are now being called strobes...as much as technology moves on, some things are not equal, this being one of them. I think the ACR FireFly xenon strobe is still the gold-standard for use on a vest.
