My Vessel Safety Check Manual states that "there is no capacity plate on a boat under 20 feet" (I think what that means is that it is not required, as I believe there is one on the 22, but I can't remember for sure.) "The following formula can be used to determine the maximum number of persons that can be safely carried in calm water".
Boat length X boat width / by 15 = number that can be carried safely in calm waters.
Given this your boat can safely carry 14 people in calm water. Where you would put them I have no idea. Why you would want 14 people on a boat holds me clueless also.
