Coast Guard Certificate?

My Vessel Safety Check Manual states that "there is no capacity plate on a boat under 20 feet" (I think what that means is that it is not required, as I believe there is one on the 22, but I can't remember for sure.) "The following formula can be used to determine the maximum number of persons that can be safely carried in calm water".
Boat length X boat width / by 15 = number that can be carried safely in calm waters.
Given this your boat can safely carry 14 people in calm water. Where you would put them I have no idea. Why you would want 14 people on a boat holds me clueless also.

I researched this extensively back when they came out with their "updated" owners manuals for all their boats (with wrong information about capacity, etc.).
From Tom Broschart (C-Dory engineer):

Boats under 20' do not require a USCG capacity plate.
The most I've taken aboard at once was 7. 5 in the pilot house and 2 in chairs in the cockpit.

My questions also but we may have 8 people on board for SeaFair. Like you say, where to put them? But that is the Admiral's problem, I just drive the boat (and worry about safety issues)... :shock:
