[Q] Can I tow a 22ft SD with a V8 4Runner?

I am assuming the 22ft SD uses a tandem trailer. Not sure what the towing weight would be for that rig.

My 2006 V8 4WD 4Runner is rated for 7000 lbs towing and has a 4.7 V8 with good power.

If I used a tandem trailer with electric brakes and a WDH, - would that be a safe rig for highway?

Otherwise, I assume an F150 is adequate.

You should be fine with the ratings. Rigs weight from 4,000 up to over 5,000 with trailer. Some have single axle--better for road trailer to have dual axle. I prefer electric over hydraulic brakes, but surge are legal for that weight almost anywhere.
 
Use to tow it with our 6 cyl no problem. If you know where your going tow it without too much gas or water and that will help a little.
 
I tow my 22 with a 4ltr. 6 cyl Nissan Pathfinder (rated for 6k#). Tows it just fine.

The towing weight of my boat on a tandem Al trailer is ~4400#
