Well, here is my take so far.

The Motorola Razr Maxx does have an onboard GPS, but neither Verizon nor Motorola will admit that it will work as a GPS with onboard charts, (ie Navionics), in the absence of both WiFi and Cell service. Is this a ploy from them or am I missing something? If it is going to work as plotter substitute/backup, then it seems it would need to function with GPS locating my position on the charts on board the unit, not downloading charts with each GPS location change.

What's more, Maxx is not in stock and must be ordered and paid for ahead of time. Not my favorite way to go. Getting close to trigger time.

All I can say is my 2 year old motorola droid functions very accurately with GPS and Navionics charts. It even does this in "Airplane mode" with no wireless connections operating.

As Barry (i - think) said, the chart does not move with your position so you have to either move the chart with your finger or hit the GPS button again which centers your position on the chart.

Can't say if they have changed it in the new version.

I have just noticed it also has a button in the settings menu for tethering via USB so I am wondering if I can use it as a Hot Spot for my I-Pad/laptop without having to download any other APPs. I have unlimited data so not worried about burning up a few MB.

Thanks too, I can do the chart move as needed. Just want to know it is going to work when and where I need it.

One sales person I talked to, was pretty sure there would be cell service where I was going, even if it was on the west side of Vancouver Island and around it too. Sure, I said, probably so by the time I get there. :embarrased
